Adding a new KBLI (Indonesian Standard Business Classification) code to an already-issued NIB does not require starting a new NIB from scratch. The update is made through the OSS RBA portal (oss.go.id) under the Business Data Amendment feature. One thing to factor in for 2026: BPS Regulation No. 7/2025 replaced KBLI 2020 with KBLI 2025 effective December 18, 2025, with a full system transition deadline of June 18, 2026.

This guide covers the full technical process, including when a change to the Articles of Association is required, how business domicile zoning affects OSS validation, and what the KBLI 2025 update means in practice for companies operating in Indonesia.

What Is KBLI and Why Does It Matter?

KBLI is Indonesia’s official five-digit business activity classification system, issued by the Central Statistics Agency (BPS). It is not just a formality. Every KBLI code in your NIB determines the type of licensing required (NIB only, Standard Certificate, or a full Business License), the risk level assigned to your business, LKPM reporting obligations, and applicable tax rates.

Running a business activity that is not covered by your NIB’s KBLI codes can be treated as unlicensed operation. The practical consequences: banks reject financing applications, B2B partners raise compliance questions during due diligence, sectoral licensing gets blocked, and administrative sanctions from relevant agencies become a real possibility.

The KBLI 2025 Update: What Changed for Existing NIBs

BPS enacted KBLI 2025 through BPS Regulation No. 7 of 2025 on December 17, 2025. This regulation replaces KBLI 2020 and becomes the new national reference for all business licensing. A few things to know before adding KBLI codes in 2026.

Previously issued permits remain valid. BPS Head Amalia Adininggar Widyasanti confirmed at an April 23, 2026 press conference that permits issued before KBLI 2025’s implementation are still legally effective. No new permits are required.

OSS is still processing licenses under KBLI 2020 during the transition period. A Joint Circular Letter signed by the Minister of Investment, the Minister of Law, and the BPS Head requires both the OSS and AHU systems to complete their KBLI 2025 integration by June 18, 2026.

BPS released a conversion table on April 23, 2026. This table maps KBLI 2020 codes to their KBLI 2025 equivalents through three patterns: one-to-one mapping, one code split into several new codes (one-to-many), and multiple codes consolidated into one (many-to-one). Businesses planning KBLI additions should use this table to identify the correct 2025 code before the deadline.

For many businesses, the migration happens automatically in the background. But if you are actively adding a KBLI or changing your business activities, mapping the right KBLI 2025 code now avoids complications as the system transition completes.

When Should You Add a New KBLI to an Existing NIB?

KBLI additions become necessary when the business expands into activity not currently covered; when a sectoral license requires a specific KBLI code (such as a BPOM distribution license or a technical Standard Certificate); when existing codes no longer reflect what the company actually does; or when a business model shift needs to align with KBLI 2025’s updated classifications.

Putting it off is not cost-free. Mismatched KBLI codes create friction during financial audits, investor due diligence, and government procurement processes where KBLI verification is standard.

Documents to Prepare Before Starting

Have these ready before logging into the OSS portal: an active OSS RBA account (username and password), the company’s existing NIB, a valid NPWP (company tax ID), and the five-digit KBLI code you intend to add, selected based on the actual new activity the business will carry out.

If the new KBLI changes the company’s primary business activity, also prepare the most recent deed of establishment and any previous amendments. Changes to the core business purpose must go through a General Meeting of Shareholders (GMS) and a licensed notary in Indonesia before the OSS process can proceed. Depending on the KBLI selected, additional documents may be required: environmental impact assessments (SPPL or UKL-UPL) for activities with environmental implications, or professional certifications for regulated fields.

Step-by-Step Guide: Adding KBLI to Your Existing NIB

Step 1. Log In to the OSS RBA Portal

Open oss.go.id in your browser. Google Chrome or Mozilla Firefox give the most stable performance. Click “Masuk” (Login) in the top right corner, enter your registered email and password, and log in. Complete any two-step verification if prompted by the system.

Step 2. Navigate to the Business Data Amendment Section

From the dashboard, find the “Perizinan Berusaha” (Business Licensing) or “Perubahan Data Usaha” (Business Data Amendment) menu. If your company has multiple NIBs, select the correct one before continuing.

Step 3. Add the New KBLI Code

Enter the KBLI or business activity section of your licensing profile. Select the option to add a KBLI and use the search function to locate the right code. Type in a keyword describing the new business activity. The system displays matching codes with full descriptions. Choose the five-digit code that most accurately reflects the actual activity you will run.

Before confirming, verify that the selected code is not a single-purpose KBLI. These codes cannot be combined with other business activities in the same NIB. If you intend to run multiple business lines under one entity, make sure none of them carry this restriction.

Step 4. Classify the Activity as Primary or Supporting

Each new KBLI must be labeled either as a primary or supporting business activity. Supporting activities cannot be added without an existing relevant primary KBLI. If a supporting activity generates significant revenue, it must be reclassified as a primary activity. Getting this wrong is one of the more common issues that delays NIB finalization.

Step 5. Validate Zoning Compliance and Risk Level

OSS automatically checks whether the new KBLI is compatible with the spatial zoning (RDTR) of your registered business address. If the domicile zone does not support the new type of activity, the system rejects the application before any document review begins. This surprises a lot of business owners because the rejection appears automatic and without clear explanation.

The system also assigns a risk level to the new KBLI: low, medium-low, medium-high, or high. Each comes with different compliance requirements. The full verification flow is covered in the vOffice guide to KBLI verification in OSS RBA.

Step 6. Submit and Fulfill Commitments

Review all data before submitting. For low-risk KBLI codes, the updated NIB activates immediately in most cases. For medium or high-risk codes, fulfilling a Standard Certificate or Business License from the relevant technical ministry is required. Regulations allow one year to complete these commitments after the NIB is issued. Missing that deadline can result in the NIB and Standard Certificate being revoked.

Step 7. Download the Updated NIB

Once commitments are fulfilled, download the updated NIB. The NIB number does not change. What changes is the business activity data recorded within it. This updated document is what you present for contracts, bank account maintenance, investor due diligence, and government dealings going forward.

Key Considerations Often Overlooked

When an Amendment to the Articles of Association Is Required

If the new KBLI involves a change to the company’s primary business activity, that change must be documented in an Amendment to the Articles of Association. This requires a General Meeting of Shareholders (GMS), a licensed notary, and approval from the Ministry of Law and Human Rights (Kemenkumham). The primary business purpose of a PT must be stated in Article 3 of the Articles of Association. The OSS process cannot move forward until this amendment is finalized and registered.

Removing Outdated KBLI Codes at the Same Time

Adding a new KBLI is often paired with removing codes that no longer reflect actual operations. The removal procedure differs based on whether the permit under that KBLI is already active or not. Both scenarios are covered in detail in the vOffice guide to removing a KBLI from OSS RBA.

For Foreign-Owned Companies (PT PMA): Capital Requirements Come First

The OSS system blocks KBLI changes for PT PMA companies whose paid-up capital has not yet reached the IDR 10 billion minimum threshold, unless a specific sectoral regulation applies. Confirm capital compliance before initiating the KBLI amendment process or you will hit a wall partway through.

Frequently Asked Questions

Does the NIB number change after adding a new KBLI?

No. The NIB number stays the same. The business activity data recorded within it is updated. Once the change saves in the system, download the refreshed NIB document to use for administrative and licensing purposes.

How long does it take to add a KBLI in OSS?

Low-risk additions are typically processed within one business day. For medium or high-risk KBLI codes that require technical verification from a relevant ministry, processing time ranges from a few days to several weeks depending on document completeness and the ministry’s current workload.

Is there a fee to add a KBLI in OSS?

The Indonesian government does not charge a fee for KBLI additions through OSS. Costs arise when the change requires a deed amendment through a notary, or when a company engages a licensing consultant for assistance.

Is KBLI 2020 still the active standard in OSS as of April 2026?

Yes. As of April 2026, OSS and AHU are still processing licenses under KBLI 2020. The full transition to KBLI 2025 is scheduled for completion by June 18, 2026, per the Joint Circular Letter from the Minister of Investment, Minister of Law, and BPS Head.

Can any KBLI be added freely to an existing NIB?

Not all codes can be freely combined. Single-purpose KBLI codes must stand alone within one legal entity and cannot be merged with other activities. Supporting KBLI codes require an existing relevant primary KBLI to already be in the company’s profile.

Does the business domicile need to change when adding a new KBLI?

Not necessarily. But OSS validates the new KBLI against the spatial zoning of the registered address. If the new KBLI requires a zoning classification that the current domicile does not support, the application will be rejected automatically. Checking zoning compatibility before submitting saves significant back-and-forth.

Straightforward KBLI additions for low-risk business expansions are manageable to handle independently. When the process involves primary activity changes, deed amendments, or medium-to-high-risk classification, errors tend to be costly to fix after the fact. vOffice PT registration services cover KBLI consultation, Articles of Association amendments, and full OSS licensing support for companies at every stage of growth.
