A Kantor Perwakilan Perusahaan Asing, or KPPA, follows different activity and location rules from a PT PMA.

Article 270 paragraph 3 of Minister of Investment and Downstream Industry/Head of BKPM Regulation No. 5 of 2025 limits a KPPA to supervisory, liaison, coordination, and preparatory functions related to foreign investment.

The same article requires a KPPA to operate from an office building in a provincial capital. It also prevents the KPPA from earning income from Indonesian sources or carrying out the commercial transactions restricted under that provision.

Tanjungpinang is the capital of the Riau Islands Province. The legal framework comes from Law No. 25 of 2002 establishing the province, and official provincial government sources confirm Tanjungpinang’s status.

A Batam address should therefore not be assumed to satisfy the location requirement for a KPPA under Article 270. A company should review its specific case first. KP3A and sector-specific representative offices follow separate rules.
