If KBLI is not appearing in your NIB on Indonesia’s OSS RBA system, there are usually a handful of culprits: an outdated code from a pre-2020 version, the wrong transaction menu, or a deed amendment that has not been synced to OSS yet. The fix depends entirely on which one you are dealing with.
Without a valid KBLI in your NIB, the licensing process stops. OSS cannot determine what permits you need, so it cannot issue anything.
How KBLI and NIB Work Together
KBLI (Klasifikasi Baku Lapangan Usaha Indonesia) is a 5-digit code from Indonesia’s national statistics agency (BPS) that classifies every type of business activity in the country. Under BPS Regulation No. 2 of 2020, this code is mandatory for the OSS RBA system to determine your business risk level and issue the corresponding NIB.
The legal framework is Government Regulation No. 5 of 2021. Low-risk KBLI gets you a NIB only. Medium-risk adds a Standard Certificate. High-risk requires sector-specific permits. Without a valid code, the system cannot decide which path applies to you.
6 Reasons KBLI Is Not Appearing in Your NIB


1. The Code Is from an Older KBLI Version
This is the most common reason. OSS RBA only accepts codes from KBLI 2020. If you are working from a KBLI 2015 or KBLI 2017 document, those codes may no longer exist in the current version or may have been reclassified entirely. KBLI 2020 added 216 new codes, including modern categories for digital platforms and technology services.
Check the official source: open oss.go.id or klasifikasi.web.bps.go.id and search by business activity description, not a numeric code from an old document. If the code has changed in the 2020 version, the old one simply will not appear.
Update: The government has released the 2025 KBLI, which officially took effect upon its promulgation on December 18, 2025, through Central Statistics Agency (BPS) Regulation No. 7 of 2025. Businesses are required to update their KBLI codes in the OSS-RBA system no later than six months after that date, or around mid-June 2026.
2. You Are Using the Wrong Menu in OSS
This trips up a lot of businesses that already have an NIB and want to add a new KBLI. The instinct is to open the new registration path, but that is for entities that do not have an NIB yet. On that path, KBLI options will not show because the system thinks you are starting from scratch.
The right path: log into OSS with the account linked to your company, go to “Business Licensing,” select “Change Data,” then navigate to the KBLI section. Make sure the account you are using is directly tied to the existing NIB.
3. Your Deed Amendment Has Not Been Synced to OSS
OSS does not automatically pull updates from Kemenkumham. So if your company recently amended its articles of association through a notary to add new business activities, that new KBLI will not show up in your NIB dashboard until you manually update it in OSS.
After Kemenkumham issues the approval letter (SK), log into OSS, use the data modification menu, and enter the updated KBLI codes. You will need the Kemenkumham SK number to complete this step.
4. The KBLI Is Not in Your Company Deed
OSS only allows KBLI registration that matches the company’s stated purpose and objectives in Article 3 of the PT deed. If the KBLI you want to register is not in your articles of association, the system will reject it or not show it as a valid option.
This one takes longer to fix. You need a General Meeting of Shareholders (RUPS) to amend the articles of association, followed by Ministry of Law and Human Rights approval, and only then can you update OSS. The full process usually runs one to three weeks, depending on how many changes are involved.
5. You Added a Supporting KBLI Before the Primary KBLI
In OSS RBA, supporting KBLI can only be added after a primary KBLI is already active in the NIB. The logic: a supporting activity cannot exist without a main one to support. If no primary KBLI is active, the supporting options simply will not appear.
Get the primary KBLI registered and active first. The primary KBLI is your core revenue-generating activity and must be in your company deed.
6. A Technical Issue on OSS
Not every problem is a data problem. OSS undergoes periodic updates, and during those windows search results can be inconsistent or fail to load entirely. Server load is also a factor.
Clear your browser cache, use an updated version of Chrome or Firefox, and try outside peak hours. 9 a.m. to 11 a.m. tends to be the busiest window on OSS. If the issue lasts more than one business day, contact the OSS helpdesk via oss.go.id or your local DPMPTSP.

How to Fix It: Check These Before Calling the Helpdesk
Work through this in order before contacting support. It is faster, and if escalation is needed, you will already have the documentation ready.
- Confirm the code against the KBLI 2020 reference. Open oss.go.id, go to Information, select KBLI 2020. Search by activity description, not an old numeric code. If it is not in the 2020 list, that code does not exist in the current system.
- Check which menu you are using. If you already have an NIB, use Ubah Data (Change Data), not the new registration path. KBLI additions to an existing NIB must go through the data modification workflow.
- Verify your company deed. The KBLI must already be in your articles of association with Kemenkumham approval. If it is not, a deed amendment via RUPS is required first.
- Run basic browser checks. Clear cache, update the browser, and access during off-peak hours.
- Document everything you have done. Which menus, which codes, what results. This documentation is what the helpdesk will ask for.
- Then contact the OSS helpdesk or your local DPMPTSP. With a clear record of what you have already tried, the process goes much faster.
